We do not allow FTP (File Transfer Protocol) access to any WordPress.com blogs. We have options to add media files directly from Posts -> Add New and Pages -> Add New. This makes it very easy to upload files without  ever having to stop editing your content!

If you are viewing a WordPress tutorial that includes mentions of FTP, this most likely means that you are in the presence of WordPress.org documentation. Privately-hosted blogs using WordPress.org will have FTP access. For the difference between WordPress.com and WordPress.org, please review this.
